At a global level, the situation of refugees is treated as a national and international responsibility to provide a democratic context for their development, including respect for basic rights such as the right to shelter or food, as well as ensuring adaptation to the social environment of the country that received them, mentioning access to the labor market or access to education. According to resolution SG/SM/8417-SC/7523 of the Secretary-General of the United Nations, pursuing national security by violating or limiting human rights is a "unilateral, contradictory, and in the long term, undermining democracy" perspective (Bianchi et al., 2008:416).
