Abstract

The paper further scrutinizes the transformative journey undertaken by the region through its Development Plans, specifically analyzing the periods of 2014-2020 and 2021-2027. The comparative analysis of the two Development Plans highlights both continuities and differences (Counsell, Kate. 2008). Infrastructure development, economic diversification, innovation, education, and sustainability emerge as consistent themes. The differences, notably the intensified focus on environmental sustainability, digitalization, and social inclusion in the 2021-2027 plan, signify the region's adaptive response to evolving challenges and opportunities.
